John Bovée was born in Bakersfield, California in 1957. He attended Eissler Elementary, Chipman Jr. High and Highland High School. He graduated magna cum laude with a Bachelor of Arts degree in history from the California State University, Bakersfield in 1979.〔 He was class valedictorian that same year and shared the stage with the President of the University and legendary author Ray Bradbury.
Bovée first job out of college was for General Motors Acceptance Corporation in Los Angeles, California as a repo man in 1979. He moved back to Bakersfield in 1980 and began his career in politics and government for Republican causes and candidates the same year, working for two County Supervisors and a candidate for Mayor in Kern County, California. He served on Ronald Reagan's Kern County finance committee in 1980. Bovée continued to work in Kern County Republican politics from 1981 to 1985. He was chief of Staff to County Supervisor David A. Head from 1980-1982. In 1982 he served as campaign manager for Ann Gutcher for State Senate. In 1984 he served in a similar capacity for a county supervisorial candidate.
In 1985 Bovée moved to Sacramento and worked in the California State Assembly as Chief of Staff for two different Republican members. In 1986 and 1988 Bovée helped run the campaigns of the top Assembly Republican target, Assemblyman Bill Filante, winning both times by comfortable margins.
From 1985 to 1990, Bovée was one of the top fund-raisers for Republican California State Assembly candidates. From 1988 to 1995 he was the Executive Vice President for a statewide trade association; he also oversaw the activities of their political action committee.
In 1995 John Bovée founded The Bovée Company, a republican fundraising firm. In 2013 the firm changed its name to Capital Development Strategies. Bovée is still the owner and CEO of the company. Over the last 18 years the firm has represented nearly every major Republican in California including Governor Pete Wilson, Senate Republican Leader Dave Cogdill, Assembly Speaker Curt Pringle, and Assembly Republican Leaders Mike Villines, George Plescia, Sam Blakeslee, Connie Conway and Kristin Olsen. A 1999 Los Angeles Times article called him a mastermind of Republican fundraising. Bovée has assisted the fundraising efforts of U.S. Senate and Congressional campaigns in North Dakota, South Dakota, Florida and Pennsylvania.
In 2014 Bovee was named one of the Capitol's 100 Best & Brightest by CalNewsroom.com. "John Bovee, considered by many to be the best Republican fundraiser in the business..."
